Hey, welcome to the boards. Not sure I can help you with the blaster build, but maybe when I settle down and actually try to figure out Lone Bowman's build I'll have some input on the energy secondary anyway. I'm guessing as ice/energy you'll be looking at a very controller-ish style, with energy's good knockback and stuns and ice's holds and other assorted controllish stuff. I'm told the second hold in ice blast is garbage, don't take it. Just get the first one, and get stun and bone smasher in energy for when stuff closes to melee with you (power thrust is good here too, but you have to take that).

It's not so much that Bitter Freeze Ray is garbage as it doesn't have a rightful place in set. You already get a 1s animated hold and a trio of ~1s animated blasts. BFR is just slow, and doesn't fit neatly into an attack chain, plus feels redundant even considering Ice Blast itself (not accounting for Energy Manipulation's controls at all.) I am, admittedly, not a blaster player, so I know not how well this build would perform. Assuming cost IS an issue, I would still go with something close to those lines. The LotG's are not integral to the build, neither is the Miracle. Also, there is another melee set, Smashing Haymaker, that is about half as good as the Kinetic Combat set, but for MUCH less than half the price. It won't get you capped S/L, but it will give you something at least.

I'll take a look at matt's build when I get home, but from a glance it looks about right.
There are a bunch of different things you can do with a Blaster build, it all really depends on what you want. This goes for any character you have, in fact. For a Blaster though, one of the more popular things to do is to try and get Smashing and Lethal defenses near or at 45% (Yay softcap), giving most enemies and attacks a mere 5% chance to hit you. Adds a lot of survivability to an Archetype known more for faceplanting at the first sign of danger. Matt's build will get you that.
Other things to get from a build are of course Endurance sustainability (Running out of endurance sucks!) and/or Recharge (Use your awesome abilities more often, and potentially remove weaker powers from your build once you have the recharge to use your powerful abilities rapidly with no pause). It's possible, with careful planning, to get most of the things you want in a build. I'll take a look at Ice blaster recharge times and DPA to figure out if there's some sort of attack chain you should be looking for once I get home.

45% Bah, play a tank I do play a tank. Still shooting for 45% defenses. Only reason to get more than 45% is for insurance against defense debuffs or for tanking Cheater Recluse. Although with a lot of enemies around my tank, the defense values are going to be a lot higher than 45% anyway...

It's a bit expensive for me but I can use it as a good base.
Play a tank, Jack? I do but I call it a scrapper. Hee.
My first character was a tank, Kirste Kallunki for the Cerulean Legion. She idolized Jack although they never interacted. They were both in the first big rp'd mothership raid. She nearly swooned. I think a lot of my rp was /em stares at Dr. Jack Wolfe
