Okay, so this is pretty much an OOC explanation of how Mr. Conspiracy's 'forget me' field works.
His records were erased by Malta operatives, his bank accounts zeroed, his social security number reassigned, his close friends and family memory-wiped and reimplanted.
While this was going on, he in turn was implanted by Crey doctors with a psychic beacon that has the effect of seeking out memory engrams that relate to his civilian identity, Walter Sczepanski, and eliminating them entirely. There may be someone out there who still remembers Walter, but if he gets within a hundred yards of them or otherwise comes into contact with them via voice or video, they will suddenly forget who he is. If someone so affected looks at a picture of Walter, they will not see him. Instead, they'll see a blurry image, a ruined photo, or otherwise their mind will substitute background information from the rest of the photo and 'overwrite' him.
Since taking up the mantle as Mr. Conspiracy, or "Frank" as Fenix nicknamed him last night, the effect gets a bit more complicated, as the implant was only programmed to destroy information about Walter, specifically. This includes his voice, his face, and his name, as well as other characteristics.
People who do not know Frank's real name will remember some details about him even after he's gone (unless they have their own memory issues, which I leave up to them to figure out. See Caios's "On Vampires" post in this forum for an example). Typically, if he comes into contact again, people will start to remember him, but only as Mr. Conspiracy or Frank. Proximity helps the recall effect, as the implant can only make information regarding Frank dormant.
I.e, someone fighting alongside him on a team would start to remember who he is fairly quickly, while someone in Europe chatting over the comm would take awhile. Someone in another dimension entirely might not remember him at all until they return to the same dimension as him.
Details about him start to get foggy after an hour. After 24 hours, it gets harder to recall. A week out of contact would make him seem like an old acquaintance that you hadn't thought of in years. A month out of contact might make him a someone that recognizes you, but you only vaguely know from someplace in the past.
As for how this affects video, pictures, etc, the short answer is, it doesn't. It affects the mind of the viewer, more as a post-hypnotic suggestion than an active attempt at mind control. If you don't remember him, pictures will be blurry, video will appear to have static, audio recordings will be garbled. Once he is remembered, then these things will suddenly become clear.
He's a blind spot. He's Somebody Else's Problem. And if he ever tells anyone his real name, even if they know him as Frank, they will instantly forget him until he spends enough time away for the effect to wear off.
